About this opportunity
The City of Tampa is requesting bids for janitorial services at Parks Department "NORTH" locations (16 facilities across community centers, parks, pools, and athletic complexes) under Bid No. 26-P-00245, with sealed bids due October 7, 2026 at 3:00 p.m., and a mandatory pre-bid meeting and site inspection on September 24, 2026 at 10:00 a.m. at the Facility Management Division. Bidders who fail to attend both the pre-bid meeting and site inspection are ineligible to submit. A 5% bid discount applies to City-certified Small Local Business Enterprises (SLBEs), capped at $10,000 and applied for evaluation purposes only.
The scope encompasses comprehensive janitorial services—labor, transportation, supervision, equipment, materials, supplies, and incidentals—across 16 facilities ranging from 156 to 23,714 square feet, with mandatory staffing of two to three employees per day and service frequencies from two to seven days weekly. Services include specialized floor types (ceramic tile, concrete, VCT, carpet, gymnasium wood, epoxy, terrazzo) and fixture cleaning across restrooms with varying counts of toilets, urinals, sinks, baby changing stations, hand dryers, and showers. Additional day-porter services are available on a flat-rate, hourly basis as directed by the City Representative. Bid prices must be firm and include all shipping, taxes, and associated expenses. Price escalation is permitted after one year at one-year intervals if notice is provided 90 days in advance and does not exceed the prior-year Consumer Price Index for All Urban Consumers (CPI-U).
The award period is one year with three optional one-year renewal periods and unilateral extension options of up to three thirty-day periods. The award will be made to the lowest responsive, responsible bidder within 120 days of bid opening. Required insurance includes Commercial General Liability ($1 million per occurrence/$2 million aggregate), Automobile Liability ($500,000 combined single limit), and Worker's Compensation as required by Florida law. Contractors must comply with Federal requirements including E-Verify, Drug-Free Workplace Act, and Equal Employment Opportunity provisions. The bid is also available to Hillsborough County Government Purchasing Council members and other governmental agencies under the same terms.
