About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Office of Fleet Management, is requesting proposals for a Fleet Car Wash Card Services Program under RFP 758 2700000040, with proposals due September 14, 2026 at 3:30 PM ET. No set-asides or preference programs are identified.
The scope requires the vendor to design and operate a comprehensive fleet car wash card services program serving Commonwealth agencies, local governments, political subdivisions, schools, and universities. The vendor must issue a minimum of 4,500 fleet car wash cards (with vehicle license plate numbers printed on each card and delivery within one calendar month of award) and deliver a web-based platform with mobile application capabilities, real-time transaction reporting, fraud prevention and card termination mechanisms, point-of-sale authorization linked to the vendor's database, and integration with fleet management systems. The system must support both in-network and out-of-network car wash locations, provide online authorization at point of sale rather than batch loading, and include complimentary initial training with ongoing support. The vendor must maintain all Commonwealth data within the contiguous United States, comply with NIST Special Publication 800-53 moderate-level controls, and provide SOC 2 Type 2 compliance or equivalent certifications. Pricing is firm fixed unit price with no increases permitted during the first twelve months; increases thereafter require written justification and 30 days' advance notice.
The initial contract term is three years from the effective date of award, with two optional two-year renewal periods available upon mutual agreement. Evaluation is based on technical criteria (900 maximum points), cost proposal (200 maximum points), and optional oral presentations or demonstrations (up to 300 additional points) for the top two highest-ranking vendors. Proposals scoring less than 50 percent of maximum technical points will be deemed non-responsive. Written questions were due August 19, 2026 at 10:00 AM ET, with Commonwealth responses due August 28, 2026. Bidders must submit completed affidavits attesting to campaign finance law compliance and resident bidder status under Kentucky law.
