About this opportunity
Broward County, Florida is conducting a competitive Invitation to Bid (ITB) solicitation for FEMA Emergency Traffic Signal Restoration and Repair services on behalf of the Traffic Engineering Division. The procurement seeks qualified contractors to furnish all labor, materials, equipment, and services necessary for emergency traffic signal repairs, replacements, and restoration following declared states of emergency, including repairs to traffic signals, school flashers, and street lights damaged by natural disasters or catastrophic failures throughout Broward County. The scope encompasses both Type I repairs (providing one functioning overhead signal indication per approach) and pre-event signal restoration to return systems to pre-storm conditions, with contractors required to mobilize 50 percent of resources within 48 hours and 100 percent within 96 hours of receiving notice to proceed, and work may be performed 24 hours per day, seven days per week as directed by the County. Qualified bidders must possess either a State of Florida Certified Electrical Contractor or Certified General Contractor license, or a Broward County Master Electrical Contractor or General Building Contractor Class "A" license at time of submittal, be pre-qualified with the Florida Department of Transportation in traffic signals, and must perform at least 60 percent of total contract work themselves without subcontracting. The contract is structured as an open-end indefinite quantity agreement with a one-year term from date of award and no renewal options, with award made to the three lowest responsive and responsible bidders designated as Primary, Secondary, and Tertiary vendors; all work must comply with current FDOT standards, MUTCD requirements, and FEMA compliance obligations. Responses must be submitted electronically through BPRO by May 19, 2026, with a questions deadline prior to submission, and compensation is based solely on unit prices for identified pay items with no guaranteed minimum or maximum quantities, annual pass-through allowances totaling $345,000 for permits/inspections ($45,000), repair and replacement parts ($150,000), and equipment rental ($150,000), and liquidated damages assessed at $100 per day for failure to meet specified work completion timeframes.
This solicitation includes no specific set-aside designations for disadvantaged enterprises, though local preference is available under Broward County Code for Local Businesses, Locally Based Businesses, and Locally Based Subsidiaries, with location serving as the first tiebreaker criterion for award. Vendors must comply with extensive FEMA requirements including prevailing wage standards under the Davis-Bacon Act, Contract Work Hours and Safety Standards Act overtime requirements for contracts exceeding $100,000, Build America, Buy America Act (BABAA) requirements for infrastructure projects, domestic preference for U.S.-produced goods, and debarment and suspension verification. Contractors must submit multiple required certifications and compliance documents including Anti-Human Trafficking Affidavits, Criminal History Screening Practices Certifications, Domestic Partnership Act Certifications, Litigation History disclosures, and Location Certifications, with failure to timely submit rendering vendors nonresponsive and ineligible for award. Insurance requirements mandate Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Business Automobile Liability ($500,000), Workers' Compensation at statutory limits with $500,000 employer's liability, and potentially Professional Liability and Excess Umbrella coverage, all with Broward County named as additional insured and policies containing 30 days' cancellation notice provisions. Bid security equal to five percent of total bid price is required via Surety2000 or original bond documents, with successful vendors required to provide performance and payment bonds within ten calendar days of award in the amount of 100 percent of total fixed contract value or $2,000,000 per incident for open-end contracts, with surety companies meeting specific qualification standards based on bond size and Treasury Department authorization requirements. No specific budget range is published; however, the annual pass-through allowances total $345,000, and given the indefinite quantity nature with three vendor awards, the total contract value is not predetermined and will be determined by the volume of emergency repair work ordered during the contract term.
