About this opportunity

Oregon State Hospital is requesting proposals for an Environmental Health and Safety (EHS) software solution integrating incident management, inspections, risk assessments, audits, chemical management, regulatory compliance, training tracking, and reporting, with proposals due October 13, 2026 at 5:00 PM Pacific Time and questions due by September 28, 2026.

Oregon supplies and services receive a 5% price preference; reciprocal preferences apply to out-of-state proposers. The solution must be cloud-based and scalable across the hospital's two campuses (Salem and Junction City) with 742 licensed beds. The platform must integrate with existing enterprise systems including Oregon Workday and comply with OSHA, CMS, Joint Commission, NFPA, and EPA standards. Proposers must hold necessary Oregon business licenses, demonstrate compliance with IT security standards such as SOC 2 or ISO 27001, and provide a designated Project Manager with healthcare or government sector EHS software implementation experience. Minimum qualifications require references from at least three clients demonstrating successful project delivery within the last five years.

The initial contract term is ten years with options to renew to a cumulative maximum of fifteen years. Evaluation follows a 100-point methodology: solution functionality (30 points), implementation approach (15 points), vendor experience and qualifications (15 points), data security and compliance (10 points), price proposal and cost-effectiveness (20 points), and scalability and future growth (10 points). Price proposals must include total system cost with identifiable costs and time estimates for each activity, warranty costs, annual preventative maintenance and support costs for up to four years, percentage discounts on equipment and supplies, and fully loaded personnel costs with salary/wage and fringe rates by position.

Proposals must include an executive summary, administrative proposal, technical proposal, key person resumes, disclosure exemption affidavit, proposer information and certification sheet, reference check forms, price proposal, COBID certification or outreach plan, responsibility inquiry, and emergency downtime plan. The Agency anticipates a Notice of Intent to Award on approximately November 2, 2026. Proposals are firm offers valid for 180 days following the closing date.
