About this opportunity
The Kansas Turnpike Authority (KTA) is seeking proposals for a ten-year concessionaire agreement to operate a combined food and fuel service facility at the Emporia service area, located at milepost 132. This procurement involves rebuilding the existing facility into a single integrated location, consolidating current separate restaurant and fuel operations. Qualified operators must demonstrate experience managing combined facilities and provide comprehensive proposals addressing operating experience, food concepts, and pricing. The RFP requires a two-part component evaluation, with respondents indicating willingness to contribute to construction costs and ongoing lease rent. Key evaluation criteria include firm qualifications and key personnel (30 points), approach to services (20 points), food concept (20 points), additional services (5 points), and RFP conformance (5 points), with an 80% weight on scope of work and 20% on price. The solicitation was issued on December 5, 2025, with a proposal submission deadline of January 9, 2025 at 4:30 PM Central Time. A pre-proposal meeting was scheduled for December 5, 2025, and the deadline for submitting questions was December 12, 2025, with proposal evaluations planned for January 12-16, 2025, interviews for shortlisted proposers on January 21-22, 2025, and contract award announcement on January 30, 2025.
The RFP does not specify any specific set-aside designations or restrictions for disadvantaged enterprises. The successful operator must maintain fair and competitive pricing consistent with off-turnpike facilities, operate a food concept from 6 AM to 11 PM daily with breakfast service, maintain a retail fuel establishment and convenience store, and provide facility maintenance services. Required insurance includes workers' compensation, commercial general liability ($1,000,000 per occurrence), commercial automobile liability ($1,000,000 combined single limit), and cyber liability ($5,000,000). Proposers must submit bid security equal to ten percent of the first year's guaranteed minimum rent as a cashier's check. The initial contract term is ten years with potential for four five-year extensions. While specific budget ranges are not explicitly stated, the RFP includes a rent structure with a fuel royalty of $0.028 per gallon sold and a non-fuel sales royalty of 3.2% of gross sales, with a minimum guaranteed annual rent of $120,000. Historical sales data indicates annual fuel sales ranging from 2.4 to 3.4 million gallons and restaurant sales between $1.3 million and $1.9 million, providing potential bidders with insight into the facility's economic performance.
