About this opportunity
The City of Portland, Oregon has cancelled Invitation to Bid 00002596 for elevator modernization services. The solicitation was terminated prior to award and no further action is required from bidders.
The cancelled procurement covered modernization of six to seven elevators across five municipal facilities: three geared traction passenger elevators at the 1900 Building, one hydraulic elevator each at East Precinct, North Precinct, and Portland Communication Center, with St. John's Building offered as an alternate scope. All work was to be performed as turnkey modernization with new controls, electrical systems, seismic safety equipment, firefighter emergency operation capability, and ADA compliance at each site. Contractors were required to hold a minimum of 10 years' elevator modernization experience and employ mechanics with at least five years' modernization experience.
The original bid due date was October 3, 2025, extended by Addendum 02 to October 31, 2025 at 4:00 p.m. Mandatory pre-bid meetings and site visits at all five locations were rescheduled from September 15 to September 25, 2025. Four responsive bids were received by the extended deadline: KONE Inc., Otis Elevator, ThyssenKrupp Elevator, and Willamette Elevator, with base bid prices ranging from $1.541 million to $1.835 million. The Notice of Intent to Award identified Otis Elevator as the lowest responsive and responsible bidder on November 7, 2025.
The contract required a bid bond equal to 10 percent of aggregate bid amount, carried liquidated damages of $955.08 to $1,161.08 per day for delays depending on site, and mandated a two-year full preventive maintenance warranty with quarterly service visits and 24-hour emergency callback service. The contractor was required to extend identical pricing to all public agencies under an intergovernmental cooperative purchasing provision. Work was subject to BOLI prevailing wage requirements. Background checks were required for all contractor personnel working at North Precinct, East Precinct, and Portland Communication Center facilities. Contact for questions was Kristina Kolata, Senior Procurement Specialist, at 971-509-0713 or Kristina.kolata@portlandoregon.gov.
