About this file
This is an addendum to an Invitation to Bid (ITB No. 00002596) issued by the City of Portland, Oregon's Procurement Services for Elevator Modernization Services. The addendum extends the response deadline from October 10, 2025 to October 31, 2025 at 4:00 p.m. local time. The scope of work includes elevator modernization at three facilities: the East Precinct Building, North Precinct Building, and Portland Communications Center (PCC) Building. The addendum incorporates three exhibits containing mechanical, electrical, and plumbing (MEP) construction plan files for these buildings, with plans dating from the original construction periods (1992 for some facilities) and remodel additions (2001 for some facilities). Bidders are required to review and conform to all specifications outlined in this addendum in addition to the original ITB documents.
The addendum establishes mandatory background check requirements for all contractor personnel working at the facilities. The Portland Police Bureau requires background checks, including completion of an application form, signed informed consent release and hold harmless waiver, two pieces of original identification, and fingerprinting for work at the North Precinct and East Precinct buildings. The Portland Communications Center may require an additional separate wants and warrants background check prior to work commencement. Contractor personnel failing to pass required background checks are prohibited from performing work at the respective facilities. Background check forms are included as Attachment 5 to the ITB, and contractors must immediately notify and provide these forms to all subcontractors. Questions regarding this addendum should be directed to Kristina Kolata, Senior Procurement Specialist, at 971-509-0713.
