About this file

This is a technical specification document for the City of Portland, Oregon detailing the modernization of three existing geared traction passenger elevators (Elevators #6, #7, and #8) located at the 1900 Building, 1900 SW Fourth Avenue, Portland, Oregon. The project scope is comprehensive, requiring the elevator contractor to furnish and install all components necessary for complete modernization while retaining existing car speed, capacity, and entrance size. Key deliverables include a new variable frequency regenerative drive control system, hoist machine replacement, new ropes and governors, seismic safety equipment, car door operators with object detection systems, modernized car and landing stations with vandal-resistant fixtures, emergency communication systems, firefighter emergency operation capability, and complete electrical system upgrades. The specification mandates compliance with ASME A17.1, A17.2, A17.3, A17.6, and A17.7 standards, as well as applicable Oregon State Codes and the National Electrical Code. All work must be performed as a turnkey project with the elevator contractor responsible for coordinating any subcontractor activities.

The contractor must provide a two-year full preventive maintenance warranty including monthly service visits, 24-hour emergency callback service with specified response times (one hour for trapped passengers), and all necessary tools, diagnostic equipment, and spare parts for the life of the equipment. Documentation requirements include shop drawings, wiring diagrams, operations and maintenance manuals, and a Maintenance Control Program. The specification identifies acceptable manufacturers for major components including controls, hoist machines, governors, and door operators from vendors such as KONE, Otis, ThyssenKrupp, and others. All new equipment must be of the highest quality, and the contractor bears full responsibility for any damage caused by modernization activities and the removal of existing equipment. The elevator contractor must comply with all permits, codes, and inspections required by the State of Oregon Elevator Section, with re-inspection fees for deficiencies attributable to the contractor being the contractor's responsibility.
