About this file
This is a Bid Pricing Form for the City of Portland, Oregon, for elevator modernization and maintenance services across five locations. The project encompasses modernization of six elevators total: three geared traction passenger elevators at the 1900 Building (1900 SW 4th Avenue), one hydraulic elevator at East Precinct (737 SE 106th Avenue), one hydraulic elevator at North Precinct (499 NE Emerson Street), one hydraulic elevator at Portland Communication Center (3732 SE 99th Avenue), and one hydraulic elevator at St. John's Building (7214 N. Philadelphia Avenue). The scope of work includes full modernization of elevators, electrical and fire life safety work, cab interior finishes, and two-year warranty preventive maintenance commencing upon Owner and State of Oregon Elevator Inspector acceptance. The project will be executed as a turnkey operation with construction schedules beginning at week 0 upon contract signing and Notice to Proceed, with shop drawing submission and consultant review required during initial weeks. Bids are irrevocable for sixty calendar days following the bid opening date.
The bid form requires pricing for three sections: base modernization costs, electrical and fire life safety work by others, and cab interior allowances. The 1900 Building includes a $60,000 cab interior allowance, while the four remaining locations each include $20,000 cab interior allowances, with actual costs subject to change order adjustment based on final material selections. Monthly preventive maintenance costs must be submitted for each elevator for the two-year warranty period. The Portland Communication Center form includes an Alternate 2 option for expedited schedule pricing to reduce elevator downtime. This project is subject to BOLI prevailing wage requirements using April 5, 2025 prevailing wage rates. The contractor must comply with all applicable codes, regulations, manufacturer instructions, and contract documents, with no additional change orders permitted above bid pricing except as contractually allowed.
