About this opportunity

The City of Fort Myers is seeking a comprehensive proposal for a turnkey Electrical Vehicle Charging Station (EVCS) project, soliciting qualified Consultants/Contractors to fully fund, design, install, operate, maintain, market, and potentially remove charging stations on publicly owned properties. The primary objectives include identifying ideal city-owned site locations, installing equipment capable of servicing multiple vehicles simultaneously, and developing a sustainable infrastructure for electric vehicle charging. Proposing firms must demonstrate at least five years of experience in EVCS installations and provide a detailed business model outlining pricing structures, billing practices, service fees, revenue distribution, and electricity cost recovery. The Request for Proposal (RFP) requires a comprehensive solution that includes all necessary equipment, software, networking, accessories, warranties, and deliveries, with mandatory compliance to ADA requirements, parking regulations, and Florida Statute 366.94. Key proposal submission dates include a due date of February 28, 2025, a selection committee meeting scheduled for March 20, 2025, and potential City Council approval on April 21, 2025, with an anticipated contract term of 10 years (7-year base period with three one-year options).

The procurement opportunity includes specific set-aside and preference provisions, notably a 15% Minority Business Enterprise (MBE) participation goal and local business preference points for vendors with established offices in Lee County or Fort Myers. Contractors must complete several mandatory compliance documents, including a Byrd Anti-Lobbying Certification, Build America, Buy America (BABA) Certification, Human Trafficking Affidavit, E-Verify Affidavit, and Local Preference Affidavit. While specific contract value is not explicitly stated, the comprehensive nature of the project suggests a significant investment in electric vehicle infrastructure. The city emphasizes additional evaluation considerations such as technical capabilities, financial stability, and the ability to provide a holistic electric vehicle charging solution. Potential additional points may be awarded to local vendors and minority-owned businesses, creating opportunities for diverse and community-integrated proposals that align with the city's infrastructure and economic development goals.
