About this opportunity
Volusia County, Florida is soliciting competitive sealed bids through Invitation for Bid (ITB) No. 26-B-55JS for the construction of the Deland Regional Library Play Yard Walkway project located at 130 East Howry Avenue in DeLand, Florida. The County seeks a single licensed Florida general or building contractor to construct site improvements and minor building renovation creating an ADA-compliant outdoor playground facility. The project scope encompasses demolition of approximately 6,700 square feet of existing concrete and asphalt paving; construction of a 5-inch thick reinforced concrete playground slab (approximately 4,800 square feet); installation of 6-foot high aluminum fencing with gates and emergency exit provisions; a 42-inch high aluminum guardrail; new concrete sidewalks; landscape restoration with Bahia sod and temporary irrigation; removal and replacement of a hollow metal steel door with a new aluminum/glass storefront door; and related interior improvements including masonry work and electrical/low-voltage wiring. The project will provide two types of recreation areas—a grass play area and a paved, furnished play area with playground equipment for ages 2-12—for children and families to use during library operating hours within a fenced area; playground furnishings and surface materials are provided separately and excluded from this contract. The project is funded in part by Community Development Block Grant and Volusia ECHO Grant funding, subjecting it to federal labor standards including Davis-Bacon Act prevailing wage requirements, Copeland Act anti-kickback provisions, and bonding requirements under 24 CFR Part 85.36. The non-mandatory pre-bid meeting is scheduled for March 12, 2026 at 9:00 a.m., with questions due by March 19, 2026 at 11:59 p.m. and responses provided by April 2, 2026 at 3:00 p.m. through the County's eProcurement Portal. Bids are due April 2, 2026, with substantial completion required within 150 days and final completion within 180 days of the Notice to Proceed, with liquidated damages of $250 per day assessed for delays beyond the substantial completion date. The estimated construction cost is $250,000, and the contract will be awarded to the lowest responsive and responsible bidder; all bids must remain firm for 120 days after opening.
This federally assisted project is subject to comprehensive federal compliance requirements including Section 3 provisions of the Housing and Urban Development Act of 1968, which mandate that at least 25 percent of total labor hours be performed by Section 3 workers (individuals earning at or below 80 percent of HUD-established income limits, employees of documented Section 3 Business Concerns, or YouthBuild participants) and at least 5 percent by Targeted Section 3 workers. Contractors must also comply with Minority and Women-Owned Business Enterprise (M/WBE) requirements and are required to complete Section 3 Business Concern Certification forms, Section 3 Project Workforce forms documenting all employees and their wage classifications, and submit monthly activity reports by the 10th of each month tracking compliance efforts. Build America, Buy America (BABA) certification forms must be submitted both pre-construction and upon project completion, certifying that all iron, steel, non-ferrous metals, lumber, and composite materials are U.S.-manufactured in accordance with applicable fiscal year requirements. The prime contractor must provide a bid bond equal to 5 percent of the bid amount, and upon award, must secure payment and performance bonds equal to 100 percent of the contract price in accordance with Florida Statute 255.05 and 24 CFR Part 85.36. Required insurance includes Workers Compensation with Florida statutory coverage and waiver of subrogation; Commercial General Liability with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate with the County named as additional insured; Auto Liability with combined single limits of $1,000,000; and Installation Floater coverage on an all-risk basis covering the full value of materials and installation costs.
