About this file
This is an insurance requirements exhibit for Volusia County, Florida's Invitation for Bid (ITB) No. 26-B-55JS for the Deland Regional Library Play Yard Walkway construction project. The project involves site demolition, construction of an ADA-compliant concrete playground slab, installation of fencing and guardrails, sidewalk construction, landscape restoration, and interior building improvements at the library's location in DeLand, Florida. The non-mandatory pre-bid meeting is scheduled for March 12, 2026 at 9:00 a.m., with questions due by March 19, 2026 at 11:59 p.m. and responses provided by April 2, 2026 at 3:00 p.m. Bids are due April 2, 2026, with substantial completion required within 150 days and final completion within 180 days of the Notice to Proceed. The contractor selected will be the lowest responsive and responsible bidder, with all bids remaining firm for 120 days after opening.
The estimated construction cost is $250,000, funded in part by Community Development Block Grant and Volusia ECHO Grant funding, subjecting the project to federal labor standards including Davis-Bacon Act prevailing wage requirements and Section 3 provisions requiring 25 percent of labor hours performed by Section 3 workers and 5 percent by Targeted Section 3 workers. Required insurance includes Workers Compensation with Florida statutory coverage and waiver of subrogation; Commercial General Liability with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate with the County named as additional insured; Auto Liability with combined single limits of $1,000,000; and Installation Floater coverage on an all-risk basis. The prime contractor must provide a bid bond equal to 5 percent of the bid amount and, upon award, secure payment and performance bonds equal to 100 percent of the contract price. Liquidated damages of $250 per day apply for delays beyond the substantial completion date, and the contractor must comply with Build America, Buy America (BABA) certification and M/WBE requirements with monthly compliance reporting due by the 10th of each month.
