About this file
This is a Project Manual containing 100% construction documents for the DeLand Regional Library Play Yard Walkway project in DeLand, Florida, prepared by Hall & Ogle Architects, Inc. for Volusia County. The project encompasses demolition of approximately 6,700 square feet of existing concrete and asphalt paving; construction of a 5-inch reinforced concrete playground slab (approximately 4,800 square feet); installation of 6-foot aluminum fencing with gates; a 42-inch aluminum guardrail; new concrete sidewalks; landscape restoration with Bahia sod; removal and replacement of a hollow metal steel door with an aluminum/glass storefront door; and related interior masonry and electrical work. The project will create two recreation areas—a grass play area and a paved play area with playground equipment for ages 2-12—for use during library operating hours within a fenced area. The manual includes detailed technical specifications organized by construction divisions, including general requirements, concrete work, aluminum entrances, painting, earthwork, decorative metal fencing, and sodding. Non-mandatory pre-bid meetings are scheduled for March 12, 2026 at 9:00 a.m., with questions due by March 19, 2026 at 11:59 p.m. and responses by April 2, 2026 at 3:00 p.m. Bids are due April 2, 2026, with substantial completion required within 150 days and final completion within 180 days of Notice to Proceed.
The project is funded in part by Community Development Block Grant and Volusia ECHO Grant funding, making it subject to federal labor standards including Davis-Bacon Act prevailing wage requirements, Copeland Act anti-kickback provisions, and bonding requirements under 24 CFR Part 85.36. The estimated construction cost is $250,000, to be awarded to the lowest responsive and responsible bidder, with all bids remaining firm for 120 days after opening. Federal compliance requirements include Section 3 provisions mandating that at least 25 percent of total labor hours be performed by Section 3 workers and at least 5 percent by Targeted Section 3 workers, along with Minority and Women-Owned Business Enterprise (M/WBE) requirements. The prime contractor must provide a bid bond equal to 5 percent of the bid amount and, upon award, payment and performance bonds equal to 100 percent of the contract price. Required insurance includes Workers Compensation with Florida statutory coverage and waiver of subrogation; Commercial General Liability with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate; Auto Liability with combined single limits of $1,000,000; and Installation Floater coverage on an all-risk basis. Liquidated damages of $250 per day are assessed for delays beyond the substantial completion date.
