About this file

This is an Insurance Requirements exhibit for Invitation for Bid (ITB) No. 26-B-55JS issued by Volusia County, Florida for the Deland Regional Library Play Yard Walkway construction project. The project involves construction of site improvements and a minor building renovation to create an ADA-compliant outdoor playground facility at 130 East Howry Avenue in DeLand, Florida. The scope includes demolition of approximately 6,700 square feet of existing concrete and asphalt paving, construction of a 5-inch thick reinforced concrete playground slab (approximately 4,800 square feet), installation of 6-foot high aluminum fencing with gates, a 42-inch high aluminum guardrail, new concrete sidewalks, landscape restoration with Bahia sod, and replacement of a hollow metal steel door with a new aluminum/glass storefront door. A non-mandatory pre-bid meeting is scheduled for March 12, 2026 at 9:00 a.m., with written questions due by March 19, 2026 at 11:59 p.m. and responses provided by April 2, 2026 at 3:00 p.m. Bids are due April 2, 2026, with substantial completion required within 150 days and final completion within 180 days of the Notice to Proceed. The estimated construction cost is $250,000, and liquidated damages of $250 per day are assessed for delays beyond the substantial completion date.

The contract requires the prime contractor to obtain comprehensive insurance coverage including Workers Compensation with Florida statutory coverage and waiver of subrogation; Commercial General Liability with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate with the County named as additional insured; Auto Liability with combined single limits of $1,000,000; and Installation Floater coverage on an all-risk basis covering the full value of materials and installation costs. Additionally, the prime contractor must provide a bid bond equal to 5 percent of the bid amount and, upon award, secure payment and performance bonds equal to 100 percent of the contract price. The project is funded in part by Community Development Block Grant and Volusia ECHO Grant funding and is subject to federal compliance requirements including Davis-Bacon Act prevailing wage requirements, Copeland Act anti-kickback provisions, Section 3 provisions requiring at least 25 percent of total labor hours be performed by Section 3 workers, and Build America, Buy America (BABA) certification requirements. All bids must remain firm for 120 days after opening, and the contract will be awarded to the lowest responsive and responsible bidder.
