About this opportunity

The Orange County Transportation Authority is soliciting bids for compressed natural gas fuel tank replacement on forty-eight 2007–2008 New Flyer LFR buses under IFB 250095, with bids due April 20, 2026 at 11:00 a.m. and questions due March 26, 2026 at 5:00 p.m. Davis-Bacon prevailing wage requirements apply; no DBE participation goal is stated.

The scope encompasses procurement and installation of 336 Hexagon Agility CNG fuel tank cylinders (model 240270-164A, 315.4 L capacity, NGV2, 3600 psig), with seven tanks per bus mounted in two cradles. The contractor installs tanks in OCTA-provided cradles at its own facility, performs pressure testing, transports empty cradles from OCTA's Santa Ana Base (4301 West MacArthur Boulevard, Santa Ana, California), and delivers completed assemblies for final bus installation. All tanks must comply with DOT FMVSS 304 and CGA C6.5 standards. Final delivery of all cradles must be completed within 365 days of purchase-order release, with deliveries limited to 7:00 a.m.–3:30 p.m., Monday–Friday. The contractor warrants all fuel tank components for one year commencing upon completion of eight-hour fail-free in-service testing and must maintain twenty-four-hour warranty support seven days per week across all 365 days at three OCTA operating bases (Santa Ana, Garden Grove, Anaheim, and Irvine Sand Canyon). The contractor hauls away old tanks and provides all pallets and secure loading equipment.

The estimated contract value is $2,721,744.00 firm, fixed-price for a two-year term through June 30, 2028, at approximately $56,703 per bus. Pricing is based on the prototype contract (C42693) cost of $51,548 per bus plus 10 percent for inflation and tariffs. Commercial General Liability of $1 million per occurrence / $2 million aggregate, Automobile Liability of $1 million combined single limit, California Workers' Compensation, and Employers' Liability of $1 million per accident are required, with OCTA named as additional insured. A Health, Safety, and Environmental Representative holding Board of Certified Safety Professionals certification and five years' construction experience must be designated within ten business days of award. Bids are due electronically through the OpenGov Procurement portal with public bid opening on April 20 at 11:00 a.m., optionally via teleconference. Bid prices must remain firm for the contract term. The Authority may award to a single bidder or apportion requirements among multiple bidders and reserves the right to terminate for non-compliance with safety specifications.
