About this file

This Independent Cost Estimate (ICE) document was prepared by the Orange County Transportation Authority (OCTA) for the procurement of compressed natural gas (CNG) fuel tank replacement services. The project involves replacing CNG tanks on 48 New Flyer buses from the 2007-2008 model years, with each bus requiring seven new tanks. The scope of work encompasses the procurement of new CNG fuel tanks, associated piping, fittings, valves, and complete installation services. OCTA's Maintenance Department completed two prototype buses under Contract C42693 to confirm project feasibility and identify all necessary components. The total project encompasses 48 buses requiring retrofitting, with an anticipated contract term of two years.

The total estimated cost for this procurement is $2,721,744.00, calculated at $56,703 per bus. This estimate is based on pricing data from the prototype contract (C42693), which established a cost of $51,548 per bus, with a 10% increase applied to account for inflation and tariff impacts. The CNG tanks are currently obsolete and nearing the end of their service life, originally manufactured by Lincoln and now available on a build-to-order basis through Agility. The estimate includes all materials, equipment, and labor necessary for tank replacement and installation, with no separate line items for direct labor, overhead, or subcontractor costs identified in the ICE breakdown.

Additional Information: OCTA needs to replace the CNG tanks on a sub-fleet of approximately 50 New Flyer buses from the 2007/08 model years. The Maintenance Department has completed two prototype buses, each requiring seven new CNG tanks, to confirm the project’s feasibility and identify all necessary components. These tanks are nearing the end of their service life and will expire soon. They are currently obsolete, originally manufactured by Lincoln, a company now owned by Agility. Agility can still produce these tanks on a build-to-order basis. The project scope includes purchasing new tanks, associated piping, fittings, valves, and completing the installation. Two prototypes were completed under Contract C42693, 48 buses remain to be retrofitted. The pricing estimate is based on Contract C42693, which covered CNG tank replacements for two bus prototypes. The cost per bus under this contract was $51,548. Applying a 10% increase to account for inflation and tariff impacts results in an updated cost of $56,703 per bus. For 48 buses, the total estimated cost is $2,721,744.
