About this opportunity
The School Board of Sarasota County, Florida is seeking to establish firm, fixed pricing for commercial and institutional locksmith services through Bid #26-0025 for a one-year contract term from the date of award, with options to renew for two additional one-year periods by mutual consent. The procurement covers installation, maintenance, and repair services for the Safety, Security, & Emergency Management Department at various School Board locations throughout Sarasota County. Qualified bidders must demonstrate a minimum of three years of commercial or institutional locksmith experience and possess training in the commercial installation, repair, and maintenance of standardized Schlage Primus, Schlage Primus Everest, and Von Duprin locksets supplied by the School Board. Pricing must include firm, fixed hourly rates for four line items: a one-time service call per location per work order, standard hours (Monday through Friday, 7:00 a.m. to 5:00 p.m.), non-standard hours (Monday through Friday before 7:00 a.m. and after 5:00 p.m., and all day Saturday and Sunday), and materials at net cost plus a maximum 10 percent markup for overhead and profit. All contractors must comply with Jessica Lunsford Act background screening requirements for employees and subcontractors with access to school grounds, maintain comprehensive liability insurance with minimum limits of $1,000,000 per occurrence, and meet OSHA requirements and applicable governing authority codes. Service response requirements include answering calls within two hours of notification, providing quotations within 48 hours, and scheduling projects within 12 hours of purchase order issuance. Electronic sealed submissions via the VendorLink Portal are due by March 11, 2026, at 1:00 p.m. EST, with recommended awards posted on or about April 14, 2026, and Board action scheduled for April 21, 2026, at 10:00 a.m. EST.
Bidders must complete and submit certification forms addressing drug-free workplace status, non-use of coercion for labor or services under Florida Statutes Section 787.06(13), and non-ownership or control by foreign countries of concern (China, Russia, Iran, North Korea, Cuba, Venezuela, or Syria) under Florida Statutes Section 287.138. Small Business Enterprise (SBE) and Minority Business Enterprise (MBE) certification status must be identified if applicable, with options including African American, Asian American, Woman Owned, Hispanic American, or Native American designations under Florida Statutes 288.703. All bidders must submit three commercial references from customers other than the School Board of Sarasota County demonstrating comparable scope of work, and must designate a 24-hour emergency contact number for disaster response situations. During declared disaster situations, any bid items with markup will be billed at actual cost without markup, prioritizing government entities' emergency needs. The School Board reserves the right to award to the lowest responsive and responsible bidder and may make multiple vendor awards. No budget range or estimated contract value is specified in the procurement documents, and no incumbent vendors or existing infrastructure integration requirements are identified.
