About this file

This is Addendum #1 to Bid #26-0025 issued by the School Board of Sarasota County, Florida, Materials Management Purchasing Department, dated February 25, 2026. The addendum provides clarification regarding pricing for commercial and institutional locksmith services sought by the Safety, Security, & Emergency Management Department. The original bid solicitation seeks firm, fixed pricing for installation, maintenance, and repair services at various School Board locations throughout Sarasota County. Qualified bidders must demonstrate a minimum of three years of commercial or institutional locksmith experience and possess training in the installation, repair, and maintenance of Schlage Primus, Schlage Primus Everest, and Von Duprin locksets. The contract covers four line items: a one-time service call per location per work order, standard hours labor rates (Monday through Friday, 7:00 a.m. to 5:00 p.m.), non-standard hours labor rates (Monday through Friday before 7:00 a.m. and after 5:00 p.m., and all day Saturday and Sunday), and materials pricing. Electronic sealed bids are due by March 11, 2026, at 1:00 p.m. EST. The contract term is one year from the date of award with options to renew for two additional one-year periods by mutual consent. Recommended awards are scheduled for posting on or about April 14, 2026, with Board action scheduled for April 21, 2026, at 10:00 a.m. EST.

The addendum clarifies that a maximum markup of 10 percent on parts and materials is allowed for overhead and profit. Tariff charges imposed by suppliers may be included on invoices, provided the original supplier invoice documenting the tariff charge is submitted; however, tariff charges cannot be marked up. All contractors must maintain comprehensive liability insurance with minimum limits of $1,000,000 per occurrence, comply with Jessica Lunsford Act background screening requirements, meet OSHA requirements, and satisfy applicable governing authority codes. Service response requirements include answering calls within two hours of notification, providing quotations within 48 hours, and scheduling projects within 12 hours of purchase order issuance. Bidders must submit three commercial references demonstrating comparable scope of work and designate a 24-hour emergency contact number. During declared disaster situations, any bid items with markup will be billed at actual cost without markup. The School Board reserves the right to award to the lowest responsive and responsible bidder and may make multiple vendor awards.

COMMERCIAL LOCKSMITH SERVICES – BID #26-0025

ADDENDUM #1

This Addendum is to provide the following responses to questions posed:

Question 1: So, from reading the bid, it looks like the maximum profit we can make on item is 10% above our cost, it that correct? What about tariff surcharges, as most of our suppliers add that after purchase, can they be added to the invoice also?

Answer 1: Yes, a maximum mark-up of 10% on parts and materials is allowed. Tariff charges can be included on the invoice, but the original invoice showing the tariff charge from the supplier must be provided. Tariff charges cannot be marked up.
