About this opportunity
The City of St. Sebastian, located in Indian River County, Florida, is seeking qualified contractors to provide comprehensive tree trimming and removal services through Invitation to Bid (ITB) No. 25-15-ITB. The primary scope includes tree trimming, pruning, removal, stump grinding, and stump removal, with a specific focus on canals and ditches throughout the city. Contractors must demonstrate at least three years of verifiable government project experience, maintain a Florida office, have a staff member with Intermediate M.O.T. certification, and possess necessary licenses and insurance. The project is potentially funded by FEMA financial assistance, requiring strict compliance with federal regulations, including 2 C.F.R. 200.318 through 200.326. Key dates include a non-mandatory pre-bid meeting on April 22, 2025, at 10:00 AM, a bid question deadline of April 25, 2025, and bid submissions due on May 8, 2025, at 2:00 PM local time. The contract will have an initial two-year term with potential for two additional one-year renewals, with pricing covering all associated costs including mobilization, fuel, insurance, overhead, and miscellaneous expenses.
The procurement does not specify explicit set-aside designations for disadvantaged enterprises, though federal guidelines suggest opportunities for minority and women-owned businesses. Contractors must provide a comprehensive equipment roster, including two chippers with trucks, two log/dump trucks, stump grinders, two bucket trucks, a four-wheel drive vehicle, and a boat or barge for canal access. One mandatory qualification is having a certified arborist on staff, along with Florida aquatic and right-of-way pesticide licenses. The Electronic Price Sheet indicates unit pricing for tree services across seven diameter categories (0-12 inches to 61-70 inches), plus additional categories for palms and brush/shrub management. During declared disasters, the contract allows for emergency services with no markup on materials or services. While specific budget ranges are not explicitly stated, the pricing structure suggests flexibility for various service levels, with materials billed at cost plus 10% and the city reserving the right to reject any or all bids. The City of Sebastian will potentially award the contract on May 28, 2025, with the expectation of comprehensive and versatile tree management services.
