About this file
The document is a pre-bid meeting presentation for Invitation to Bid (ITB) No. 25-15-ITB, issued by the City of Sebastian, Florida, for Citywide Tree Trimming and Removal services. The solicitation seeks a contractor to provide comprehensive tree management services, including trimming, pruning, removal, stump grinding, and stump removal, with a primary focus on canals and ditches throughout the city. The non-mandatory pre-bid meeting was held on April 22, 2025, with key dates including a question deadline of April 25, 2025, and bid submissions due on May 8, 2025. The city anticipates awarding the contract on May 28, 2025, with an initial two-year term and potential for two additional one-year renewals.
Contractors must meet specific qualifications, including three years of verifiable experience, having at least one staff member with Intermediate Maintenance of Traffic (M.O.T.) certification, and one certified arborist from the Tree Care Industry Association or International Society of Arboriculture. The contractor must possess Florida aquatic and right-of-way pesticide licenses and maintain a minimum equipment roster including two chippers with trucks, two log/dump trucks, stump grinders, bucket trucks, a four-wheel drive vehicle, and a boat or barge for canal access. While no explicit set-aside designations are mentioned, the bid requires compliance with federal regulations, potentially including FEMA financial assistance guidelines. The procurement process involves a strict "cone of silence" protocol prohibiting contact with city council members and staff during the bidding period, with electronic submissions required through VendorLink.
