About this file
This document is a pre-bid meeting presentation for Invitation to Bid (ITB) No. 25-15-ITB issued by the City of Sebastian, Florida, for Citywide Tree Trimming and Removal services. The solicitation seeks a contractor to provide comprehensive tree management services, including trimming, pruning, removal, stump grinding, and stump removal, with a primary focus on canals and ditches throughout the city. The non-mandatory pre-bid meeting is scheduled for April 22, 2025, with a bid question deadline of April 25, 2025, and bid submissions due on May 8, 2025. The contract is tentatively set to be awarded by the city council on May 28, 2025, with an initial two-year term and potential for two additional one-year renewals.
The contract requires contractors to meet specific qualifications, including at least three years of verifiable experience, having a staff member certified in Intermediate Maintenance of Traffic (M.O.T.), and employing a certified arborist. Contractors must possess Florida aquatic and right-of-way pesticide licenses and provide a comprehensive equipment roster, including two chippers with trucks, two log/dump trucks, stump grinders, bucket trucks, a four-wheel drive vehicle, and a boat or barge for canal access. While no explicit set-aside designations are mentioned, the procurement suggests potential opportunities for minority and women-owned businesses. The project may be funded by FEMA financial assistance, necessitating compliance with federal regulations, and the pricing structure allows for flexibility with unit pricing across various tree diameter categories and additional services for palms and brush management.
