About this opportunity

The City of Gainesville, located in Alachua County, Florida, is seeking qualified Florida State Licensed mechanical contractors to perform comprehensive preventative maintenance services for its chillers, boilers, and cooling towers. The procurement is an Invitation to Bid (ITB) for monthly, quarterly, and annual maintenance of seven chillers (five air-cooled and two water-cooled), two natural gas boilers, and two cooling towers across various city building locations including City Hall, Old Library, Thomas Center, and Police Department Headquarters. Qualified bidders must have a minimum of five years' experience in HVAC heating and cooling systems maintenance, provide three business references, and document at least three projects involving chiller, cooling tower, or boiler replacement or installation within the past five years. The contract will run for an initial term of four years from October 1, 2024, to September 30, 2028, with potential for two additional extensions. The response deadline is March 6, 2025, at 3:00 pm, with an estimated project start date of May 1, 2025, and a total estimated project value of $85,000. The City will award the contract to the lowest responsive, responsible bidder, considering factors such as price, past performance, and business capabilities.

The solicitation does not specifically identify set-aside designations for disadvantaged enterprises, but it does require compliance with anti-discrimination policies and living wage requirements. Subcontracting is permitted with the Facility Manager's written approval, and contractors must provide comprehensive documentation including completed bid forms, proof of insurability, and current licenses. The contractor will be responsible for providing all necessary equipment, labor, and tools, maintaining a safe work environment, and following local, state, and federal regulatory guidelines. Insurance requirements are robust, including workers' compensation, professional liability, public liability, and automobile liability insurance with specific coverage amounts. The project includes an Anti-Human Trafficking Affidavit, requiring contractors to affirm they do not use coerced labor, and the total project budget will not exceed $100,000, which does not require City Commission approval. Funding will be drawn from general or non-restricted funds, with the City reserving the right to add or delete services as needed throughout the contract period.
