About this file

This is an Invitation to Bid (ITB) document from the City of Gainesville, Florida, seeking qualified mechanical contractors for chiller, boiler, and cooling tower inspections, preventative maintenance, and repairs. The project involves performing monthly, quarterly, and annual maintenance on seven chillers, two boilers, and two cooling towers located at various city building locations, with a contract term from October 1, 2024, to September 30, 2028, and potential for two additional extensions. A pre-bid meeting is not mandated, but bidders must meet specific minimum qualifications, including being a State of Florida licensed Mechanical Contractor with at least five years of HVAC maintenance experience and the ability to provide three business references and project examples.

Bidders must submit comprehensive documentation, including a completed bid cover page, bid form, proof of insurability, current licenses, and compliance with minimum qualifications. The City will award the contract to the lowest responsive, responsible bidder, considering factors such as price, past performance, financial capabilities, and business eligibility. Funding for the project will be drawn from general or non-restricted funds, with the City reserving the right to add or delete services as needed. Subcontracting is permitted with the Facility Manager's written approval, and contractors must provide written reports and estimates for additional work, maintain a safe work environment, and minimize interference with normal city operations.
