About this opportunity

The Nevada State Contractors Board (NSCB) is issuing a Request for Proposals for the replacement of unsupported audio and video conferencing equipment at two office locations: the Reno office at 5390 Kietzke Lane, Suite 102, and the Las Vegas office at 8400 Sunset Road, Suite 150. This solicitation seeks qualified vendors to provide turn-key audio and video systems with 4K video capabilities, premium audio quality, Microsoft Teams or Zoom integration, and bring-your-own-device (BYOD) functionality that integrates seamlessly between both locations. The scope of work includes replacement of legacy Polycom 8000 systems and conferencing equipment, installation of PTZ cameras, microphones, audio mixers, ceiling speakers, 85-inch displays for the board room and 70-75 inch displays for conference rooms, Crestron control panels, and network video decoders, along with removal of existing systems. The contract requires a minimum of three years of licensing fees and support services. Mandatory site visits are required on April 20, 2026, in Reno and April 21, 2026, in Las Vegas, with registration due by April 13, 2026. Proposals are due May 26, 2026, at 2:00 PM Pacific Time, with a Notice of Intent anticipated on June 24, 2026, Notice of Award on July 6, 2026, and contract start date of August 11, 2026. Vendor evaluation criteria include demonstrated competence (20 percent), experience with comparable engagements (20 percent), expertise and availability of key personnel (15 percent), proposed equipment (15 percent), conformance with RFP terms (10 percent), timeline (10 percent), and cost factor (10 percent), with financial stability evaluated on a pass-or-fail basis.

The State of Nevada extends a five percent preference to Nevada-based businesses as defined by their principal place of business and applies an inverse preference to out-of-state vendors from states with in-state preferences. Vendors must be registered in nevadaepro.com, maintain a current Nevada business license, and possess an active entity registration in sam.gov. All mandatory compliance requirements include Nevada law provisions, non-boycott of Israel certification, and data encryption and stateside data requirements. Insurance requirements are comprehensive, including Commercial General Liability of $2,000,000 aggregate/$1,000,000 per occurrence, Automobile Liability of $1,000,000 combined single limit (waivable if no motor vehicles used), Workers' Compensation at statutory limits with Employers' Liability of $100,000 per accident, Technology Errors & Omissions/Professional Liability of $1,000,000 per claim/$2,000,000 annual aggregate, and Network Security and Privacy Liability of $1,000,000 per occurrence/$2,000,000 annual aggregate for contracts under $5 million. The solicitation requires vendors to submit financial statements, Dun and Bradstreet numbers as confidential business information, disclose all subcontractors, and provide at least three client references from similar projects completed within the past five years. No budget range or award value is specified in the solicitation documents, and no incumbent vendor information is disclosed; however, the cost proposal structure indicates a four-year contract term with Year 1 including materials, installation, and configuration costs for both locations, followed by Years 2-4 maintenance and support fees only.
