About this opportunity
The Nevada State Purchasing Division is requesting proposals for an Integrated Marketing Effectiveness Study on behalf of the Nevada Division of Tourism under RFP 10TCA-S3966, with proposals due December 8, 2026 at 1:00 p.m. Pacific Time. Nevada-based businesses are eligible for a 5% preference under NRS 333.3351-333.3356, provided the vendor indicates this preference in their nevadaepro.com account.
The vendor must conduct quarterly surveys measuring awareness and impact of the Division's paid, owned, and earned marketing efforts on consumer perception, travel interest, and visitation to Nevada. The study requires a minimum of 5,000 completed responses per fiscal year across designated marketing areas, fielded four times annually with 60–80 questions per survey and 20–25 minute completion time using web-based methodology. Deliverables include quarterly key performance indicator updates and comprehensive annual reports due by September each calendar year.
Mandatory minimum requirements include Nevada business license, active sam.gov registration, compliance with Nevada law regarding Israel boycott, data encryption with stateside data storage, nevadaepro.com vendor registration, and contract responsibility acceptance. Vendors must submit D&B numbers, two years of financial statements, client references from comparable projects within the past five years, insurance documentation, and disclosure of contract failures, litigation, or conflicts of interest.
The contract term runs July 1, 2027 through June 30, 2031 (four years), subject to Board of Examiners approval. Evaluation scoring weights Commercial General Liability coverage of $2 million (General Aggregate) and $1 million (Each Occurrence), with all policies naming the State as additional insured and primary and non-contributory. Insurance carriers must maintain an A.M. Best rating of not less than A-VII and be licensed in Nevada.
Evaluation scoring weights are Demonstrated Competence (15%), Experience in Comparable Engagements (15%), Conformance with RFP Terms (15%), Expertise and Availability of Key Personnel (15%), Survey Methodology/Programming/Reporting (30%), and Cost Factor (10%). Notice of intent is estimated December 31, 2026, and award notice is estimated March 5, 2027. Questions are submitted through nevadaepro.com; the single point of contact is Annette Morfin, Purchasing Officer II, at amorfin@admin.nv.gov or 775-531-3301. The State reserves the right to award one contract and to request best and final offers.
