About this opportunity

The Salt Lake City School District (SLCSD) is soliciting Statements of Qualifications (SOQ) from qualified vendors to establish an approved vendor list for fundraising activities in accordance with Utah Code 13-22, the Charitable Solicitations Act. This open-ended procurement seeks vendors to provide food items or other products for resale to support student fundraising initiatives at various schools within the district. Vendors must submit comprehensive qualifications addressing fundraiser details, vendor experience and qualifications, references, and complaint resolution history, with responses due electronically through the Bonfire/U3P platform by 12:00 P.M. on April 7, 2026, and the Q&A section closing on March 31, 2026. Required documentation includes company information, W9 Form, valid Utah Department of Commerce Fundraiser Permit or commercial co-venturer letter or letter of exemption, valid business license, and vendor-proposed contract terms. Vendors must specify either a percentage or flat fee per item sold, with all proceeds returning exclusively to SLCSD. Evaluation criteria include Fundraiser Details (40 points), Vendor Qualifications and Experience (30 points), References (20 points), and Complaints/Problem Resolution (10 points), with a minimum score of 70 points required for approval. Selected vendors will be placed on the approved vendor list for an initial 18-month period, with contract terms not exceeding one year and expiring on June 30th of the following year.

There are no specific set-aside designations or disadvantaged enterprise restrictions identified in the solicitation documents. Vendors must comply with substantial regulatory and operational requirements, including adherence to the Charitable Solicitations Act, execution of a Data Sharing Agreement to protect personally identifiable student information, and compliance with comprehensive FERPA privacy standards requiring at minimum 128-bit encryption for stored data, HTTPS or FTPS transmission, and U.S.-based data centers. Vendors are prohibited from door-to-door student solicitation, implementing sales quotas, requiring pre-purchasing of inventory at the elementary level, collecting personal information for mailing lists, conducting lotteries or raffles, and advertising tobacco or alcoholic products. The district retains the right to remove vendors from the approved list at any time for failure to meet professional standards or meet expectations, and vendors are liable for all costs associated with data incidents caused by their actions. No specific award values or budget ranges are provided in the solicitation documents, and no incumbent vendors or existing infrastructure integration requirements are identified.
