About this opportunity
The Salt Lake City School District (SLCSD) is conducting a Request for Statements of Qualifications (SOQ) to establish an approved vendor list for fundraising activities pursuant to Utah Code 13-22, the Charitable Solicitations Act. The procurement seeks qualified vendors to provide food items and other products for resale during school-sponsored fundraising activities across various district schools. Vendors must submit comprehensive information about their fundraising operations, including a detailed description of their fundraiser, keywords identifying the fundraiser type, the percentage or dollar amount of profits returned to schools, and an explanation of profit-sharing calculations. The evaluation will assess vendor qualifications based on four key criteria: Fundraiser Details (40 points), Vendor Qualifications and Experience (30 points), References (20 points), and Complaints/Problem Resolution (10 points), with a minimum score of 375 points (75%) required for approval. All SOQs must be submitted electronically through Bonfirehub.com by 8:00 A.M. on December 3, 2025, with the Question and Answer period closing on November 25, 2025. Selected vendors will be placed on an initial 18-month approved vendor list, with opportunities to reapply thereafter.
The solicitation does not specify specific set-aside designations for disadvantaged enterprises or small businesses. Vendors must submit required documentation including company information, Federal Tax ID, W9 Form, State of Utah DOC Fundraiser Permit, valid business license, and any vendor-proposed contracts. Strict limitations and prohibitions govern vendor participation, including maintaining student confidentiality, prohibiting door-to-door solicitation, avoiding sales quotas on students, and ensuring fundraising activities do not harm student welfare or exploit students. The district reserves the right to remove vendors from the approved list at any time for failure to meet professional standards. While no specific award value or budget range is explicitly stated, vendors must specify either a percentage or flat fee per item sold, with all proceeds going exclusively to SLCSD. Vendors must also comply with comprehensive data protection requirements, including adherence to FERPA, Utah's Student Privacy and Data Protection Act, and maintaining stringent data security protocols.
