About this opportunity

The Madison Metropolitan Sewerage District is seeking bids for annual support and maintenance of Oracle software licenses through an Invitation to Bid (ITB) process. The procurement covers a comprehensive renewal of 237 software licenses across multiple Oracle product lines, including WebLogic Suite, Synergen Series Base, Database Standard Edition 2, and Internet Developer Suite. Bidders must be authorized Oracle channel partners or distributors with a minimum of three years of experience in software license management and support. The key deliverables include providing comprehensive license support, renewal documentation, and associated technical maintenance for a one-year period beginning November 1, 2024. Bid submissions are due via email to District Technology Manager Batina Culver at BatinaC@madsewer.org by 11:00am local time on November 1, 2024, with a formal public bid opening and reading scheduled for the same time. Potential bidders must submit all required documentation identifying specific licenses, services, and associated costs, with questions about the ITB accepted until 11:00am on October 29, 2024. The District reserves the right to reject any or all bids and will evaluate submissions primarily based on total least cost.

The procurement does not specify explicit set-aside designations or restrictions for disadvantaged business enterprises. The solicitation appears open to any qualified Oracle channel partners or distributors meeting the minimum three-year experience requirement. While no incumbent vendor is explicitly named, the document suggests potential for a multi-year engagement, with the possibility of extending the contract for up to three additional years contingent upon service quality and controlled cost increases. The bid documents indicate the District is exempt from Wisconsin sales tax, which may provide some cost advantages for vendors. Though specific budget ranges are not detailed, the comprehensive nature of the license renewal covering 237 licenses suggests a potentially significant contract value. The District will maintain flexibility in the procurement process, reserving the right to re-bid the contract in whole or part if proposed cost increases or past license support are deemed unsatisfactory.
