About this opportunity
Los Alamos County is requesting bids on the furnishing and installation of two new five-ton overhead hoist cranes to replace existing two-ton cranes at the Abiquiu Hydroelectric Power Plant under IFB27-45, with bids due November 17, 2026. Procurement preferences apply to local and resident businesses under Los Alamos County Code Section 31-261(b), with qualifying vendors receiving a 0.95 price multiplier.
The Abiquiu Hydroelectric Power Plant sits at the base of Abiquiu Dam in Northern New Mexico, where outlet works discharge into the Rio Chama. Each existing two-ton crane supports one of two Pressure Relief Valve gates that are not lifted simultaneously; the new five-ton cranes will replace this equipment. The scope includes removal of existing cranes, delivery and installation of new cranes with controls, removal and replacement of the existing crane railway beam with new structural steel, completion of structural welding by certified welders, and electrical work to connect new cranes to available 208-volt three-phase power. Bidders or their identified crane or structural subcontractors must demonstrate at least two completed projects within the last ten years involving structural steel installation or overhead or gantry crane supply and installation; at least one project must have been performed in a constrained-access industrial, power-generation, or process facility.
Bids require 5% bid security via cash, certified check, or bid bond. The successful bidder must execute the contract and provide performance and labor-materials bonds equal to 100% of the total contract price within ten calendar days of award notification. Insurance requirements include comprehensive general liability of $1 million per occurrence and $2 million aggregate, motor vehicle liability at the same limits, worker's compensation per New Mexico law, and property/all-risk insurance to full insurable value. Liquidated damages of $1,000 per day apply for delays beyond milestone, substantial, and final completion dates.
A non-mandatory pre-bid conference is scheduled for November 3, 2026, at 10:00 a.m. Mountain Time, both in-person at 4744 State Road 96, Abiquiu, New Mexico and via Microsoft Teams. Bid award is anticipated for December 16, 2026, with notice to proceed on January 6, 2027. Substantial completion is required by July 6, 2027, and final completion by August 6, 2027. Bids must be submitted through the County's electronic procurement portal at https://losalamosnm.bonfirehub.com. Bidders must hold current New Mexico Contractor's License with appropriate classifications and submit a Los Alamos County Business License Number. All subcontractors performing work in excess of $5,000 must be listed and licensed under the New Mexico Regulation and Licensing Department where applicable.

Los Alamos County is seeking a qualified Contractor to furnish and install two new overhead hoist cranes that sit on a stationary structure at the Abiquiu Hydroelectric Power Plant. The plant sits at the base of the Abiquiu Dam and utilizes the outlet works where water flows directly into the Rio Chama in Northern New Mexico. The existing cranes are rated approximately two tons each and are inadequate for the lifting requirements associated with operation of the PRV gates. Each crane provides lifting support for one of the two gates, which are not lifted simultaneously. The project will replace the existing cranes with two new cranes; each rated for five tons.
