A three-month ramp-up period following contract execution is provided for submittals, procurement, fabrication, and delivery before demolition begins.

Bids must include five percent (5%) bid security via cash, certified check, or bid bond, with security returned to all but the three finalist bidders within three days after bid opening and to remaining bidders upon contract execution or within sixty days if no award is made. NOTIFICATION REGARDING SUBMISSION PROCESS AND REGISTRATION INSTRUCTIONS

The Incorporated County of Los Alamos (“County”) has recently implemented a new on-line eProcurement portal. This new platform, Euna Procurement powered by Bonfire, provides the County’s electronic Bid and Proposal process (“County’s Procurement Portal”). It is where the County will post solicitation opportunities, including Invitation for Bids (IFB), Request for Proposals (RFP), Request for Qualifications (RFQ) and Request for Information/Interest (RFI). The County’s Procurement Portal will streamline the County’s Bid process for Bid or Proposal submission, acceptance, evaluation, and award. For vendors, the County’s Procurement Portal will enhance communication, allow for fast and accurate Bids and Proposals, and provide automatic notification about projects.

Registered vendors will view and submit Bids and Proposals electronically. The past practice of submitting electronic Bids and Proposals by email or submitting paper Bids and Proposals is being phased out. If you are seeing this notification in a solicitation document, submissions will be accepted ONLY electronically through the County’s Procurement Portal for this solicitation. It is every Offeror’s responsibility to read, understand, and submit Bids and Proposals in accordance with the instructions provided in and specific to each solicitation document.

Required Action: Please register as a vendor on the County’s Procurement Portal by visiting https://losalamosnm.bonfirehub.com and click on “Register”. Registration is free and only takes a few minutes. Please be sure to select the applicable NIGP: The Institute for Public Procurement (“NIGP”) Commodity Codes for your business when you are prompted so that you can receive notification of recommended opportunities when they are sent out by the County to the NIGP Commodity Codes you have selected.

The summary of work is as follows, but is not limited to the following:

Los Alamos County is seeking a qualified Contractor to furnish and install two new overhead hoist cranes that sit on a stationary structure at the Abiquiu Hydroelectric Power Plant. The plant sits at the base of the Abiquiu Dam and utilizes the outlet works where water flows directly into the Rio Chama in Northern New Mexico. The existing cranes are rated approximately two tons each and are inadequate for the lifting requirements associated with operation of the PRV gates.

Each crane provides lifting support for one of the two gates, which are not lifted simultaneously.

The project will replace the existing cranes with two new cranes, each rated for five tons.

The Contractor shall furnish two new five-ton cranes from a qualified manufacturer selected by the Contractor, subject to Owner approval. The work shall include removal of the existing cranes, delivery and installation of the new cranes, and all associated equipment, controls, and accessories required for a complete and operational system.

The existing crane railway beam is not adequate for the future loading of the new five-ton cranes. The Contractor shall remove and replace the existing beam as required and provide all structural steel, connections, and installation necessary to support the new cranes. All structural welding shall be performed by a qualified/certified welder in accordance with the project plans, specifications, and applicable codes and standards.

The Contractor shall also provide qualified electrical personnel to complete the required electrical connections for the new cranes. Electrical work shall include providing the necessary wiring and connections from the available power source to the nearby electrical box for 208-volt, three-phase power required for the new crane equipment. All electrical work shall be performed in accordance with the project plans and specifications, applicable electrical codes, and Owner requirements.

The Contractor will be provided a three-month ramp-up period prior to the start of construction. This time is intended for submittals, ordering, fabrication, procurement, and delivery of the cranes, structural steel, electrical components, and all other materials and equipment required for the work. The Contractor shall use this period to obtain the equipment and materials needed before demolition begins.

Demolition and removal of the existing cranes and supporting beam shall not begin until the three-month ramp-up period is complete and the new cranes and all major materials

IFB27-45 Incorporated County of Los Alamos IFB Abiquiu Hydroelectric Crane Replacement and equipment needed for installation have been received and are available for installation, unless otherwise approved in writing by the Owner.

The Contractor shall include the three-month ramp-up period, procurement, material lead times, delivery, demolition, installation, testing, and commissioning in the project schedule. The schedule shall clearly show the planned order of work and shall account for the time needed to obtain the cranes and other required materials before demolition begins.

The Contractor shall participate in project meetings with Engineering and Plant personnel to establish and agree upon the planned approach for the work. Work planning and coordination shall be performed as part of the project scope.

The Contractor shall provide all labor, materials, equipment, engineering, transportation, rigging, installation, testing, and commissioning necessary to complete the work. Upon completion, the Contractor shall test and demonstrate proper operation of both cranes and provide applicable manufacturer documentation, testing records, warranties, and operating and maintenance information.

Project plans and specifications have been provided as part of the Invitation for Bid containing information regarding the crane requirements, structural modifications, electrical requirements, and installation details. Contractors shall review the plans and specifications in their entirety and use them as the basis for developing their bids and completing the work. The Contractor shall verify existing field conditions and identify any discrepancies or conflicts prior to bidding or beginning construction.

The completed project shall provide two fully operational five-ton stationary cranes capable of safely performing the lifting operations required for operation and maintenance of the hydroelectric plant.
