About this opportunity

The Texas Commission on Environmental Quality is soliciting bids under RFB 582-27-19890 for annual maintenance and support of AB Manager, its laboratory accreditation information system, with questions due November 3, 2026 at 12:00 p.m. CST and bids due November 10, 2026 at 2:00 p.m. CST. The solicitation states the requested items may be proprietary to one vendor under Texas Government Code Section 2155.067, but TCEQ strongly encourages offers from all qualified respondents.

The contractor must keep AB Manager functional for approximately 245 laboratories across five matrices: drinking water, non-potable water, biological tissue, solid and chemical materials, and air. The system must provide public and agency access to current and historical accreditation records 24 hours a day, seven days a week, with most screens loading within three seconds and complex operation screens within five seconds. Required functions include laboratory and accreditation data management, incorporation of external proficiency testing results, and queries by laboratory name, accreditation field, status, location, and county. The contractor must upload accreditation information to The NELAC Institute's National Environmental Laboratory Accreditation Management System database and incorporate new TNI standards when adopted. Additional TCEQ-requested capabilities must be incorporated within one month of instruction at no additional cost unless mutually agreed otherwise. The system requires the most recent version of Chrome, Edge, Safari, or other modern browsers.

The contract period runs January 29, 2027 through January 28, 2028, and TCEQ may extend any resulting contract up to three months at its sole discretion. Bids must remain firm for 30 days from bid opening and must be signed by an authorized representative. TCEQ reserves the right to award on low line item, low total, or any combination serving the State's best interest. Bidders may claim preferences under 34 TAC Rule 20.38, including delivery timelines and cash discounts. Payment follows Texas Government Code Chapter 2251 within 30 days of an uncontested invoice.

Bidders must certify they do not boycott Israel and are not listed companies engaged in business with Iran, Sudan, or foreign terrorist organizations. They must also maintain cybersecurity training for personnel with access to TCEQ computer systems, maintain business continuity plans with 72-hour disaster recovery capability, and comply with cloud computing state risk and authorization management programs. Bid submissions require vendor identification numbers, DUNS numbers, and Federal Employers Identification Numbers.

Trenton Davis (trenton.davis@tceq.texas.gov, 512-239-0356) is the primary contact for specification clarification, with Mark Guerrero as secondary. Electronic submissions go to TCEQebid@tceq.texas.gov.
