The project scope includes upgrading the HVAC system in Building 29 with installation of five new rooftop units, new hydronic heat transfer packages, new hydronic piping, new ductwork, new direct digital control (DDC) systems, concrete work, equipment security fencing with detainer hook razor ribbon, and extending the campus steam tunnel to four additional buildings on the northwest side of the facility. The project encompasses three building sections (29A, 29B, and 29C) with a base bid for the Healthcare Wing and portions of the Deputy's Wing, plus add alternates for the remaining sections and steam tunnel extension. Key deliverables include complete demolition of existing HVAC, pneumatic control systems, and associated piping; installation of new mechanical equipment per manufacturer specifications; coordination with existing building electrical systems and IT infrastructure; site restoration with topsoil and specified seed mix; and as-built documentation. The contract period is 52 weeks (365 calendar days) from the Notice to Proceed, with heating system functionality required by September 15th and cooling system functionality by June 1st of the subsequent year. A mandatory pre-bid conference and facility walkthrough was scheduled for September 27, 2023 at 1:00 p.m. local time, requiring advance submission of a Vendor/Contractor LEIN Request form for criminal history clearance. Electronic bids were due on October 18, 2023 at 2:00 p.m. local time via the SIGMA VSS portal, with questions accepted until October 5, 2023 at 12:00 p.m. directed to Nick Frechen at Matrix Consulting Engineers, Inc. The contract is subject to Michigan prevailing wage requirements under the Davis-Bacon Act, with wage rates and classifications specified in the contract appendices applicable to the facility location, requiring weekly certified payroll reporting using US Department of Labor Form WH-347. All contractor and subcontractor personnel require Law Enforcement Information Network (LEIN) clearance and must comply with Department of Corrections security protocols including daily COVID-19 screening, tool control procedures, and background verification. The project includes two cash allowances of $100,000 each for undefined items, with performance and payment bonds required for all bids exceeding $50,000. Contractors must coordinate with existing infrastructure including connection of new DDC control panels to a dark network IT system through CommTech Design, integration with existing electrical service rated at 2500A serving 120/208V three-phase service, and preservation of existing mechanical equipment designated to remain in place including fin tube heating systems, certain cabinet unit heaters, makeup air units, and the existing basement compressor in Building A. The contract requires maintenance of heating availability from October 15 through May 1 and cooling from May 1 through September 15 throughout construction, with no removal of existing equipment permitted until replacement equipment has been received.
