About this file

This specification document is prepared by the State of Michigan Department of Technology, Management and Budget, Design and Construction Division, for the Department of Corrections' Lakeland Correction Facility Building 29 HVAC Upgrades project (Project No. 20080.00, File No. 472/19503.SMD). The project encompasses HVAC system upgrades requiring detailed construction specifications across multiple trades including cutting and patching, earthwork, selective demolition, cast-in-place concrete, cold-formed metal framing, rough carpentry, gypsum sheathing, building insulation, and fluid-applied membrane air barriers. The specifications establish comprehensive technical requirements, quality assurance standards, and installation procedures for all materials and construction activities. No specific quantities, response dates, bid deadlines, site visit schedules, or award dates are identified within the specification document itself, as these documents serve as the technical foundation for bidding rather than containing procurement timeline information.

The specification document establishes detailed performance and material standards for all construction elements without identifying pricing terms, set-asides, incumbent contractors, or funding sources. All materials must comply with applicable ASTM standards, building codes, and referenced specifications (ACI 301, ACI 318, AISI S240, and others). Quality assurance requirements include third-party testing agencies for concrete testing, welding certification, cold-formed steel framing certification through the Steel Framing Industry Association, and compliance verification throughout construction. The contractor assumes responsibility for design and engineering of formwork and cold-formed framing systems, with all testing costs at the contractor's expense if work fails to meet specified requirements. The document mandates that the project maintain minimal disruption to Owner operations, with existing warranties preserved and hazardous materials removal handled separately by the Owner prior to work commencement.
