About this opportunity
The City of Midland, Texas is soliciting bids to furnish materials and labor for the FY27 Arterial and Downtown Sweeping Project under Request #27001415, with bids due November 18, 2026 at 2:00 p.m. through the Bonfire platform. The City's local-vendor preference is the key eligibility factor. Under Texas Local Government Code 271.9051, a local bidder with its principal place of business within Midland city limits whose bid is within five percent of the lowest non-local bid may be awarded the contract if the City Council determines in writing that doing so offers the best combination of price and economic development. Bidders seeking this consideration must file an Affidavit of Eligibility, which applies to service bids between $50,000 and $100,000. Every bidder must submit either a bid or a "No Bid" notice, and non-response removes the firm from the bid list for this category.
The scope covers three annual sweeping cycles (March/April, May/June, and July/August) of city-owned arterial, collector, and downtown curb and gutter areas, including valley gutters, inverts, and painted medians. Contractors must remove all debris regardless of quantity or type. Minimum equipment includes two primary street sweepers and one backup, each with at least a four-cubic-yard hopper, plus at least one 12-cubic-yard dump truck. Workers' compensation insurance under Texas statute is required to be eligible. Required coverage includes Commercial General Liability of $1,000,000 per occurrence, Business Automobile Liability of $250,000 combined single limit, and Employers' Liability of $500,000 per accident.
Pricing is a unit price per curb mile swept, and bidders must submit unit prices for every bid schedule line item. Estimated quantities are approximate. Bidders must post a 5 percent bid guaranty, and a performance and payment bond equal to 100 percent of the total contract price is required for bids exceeding $50,000. Contract terms are non-negotiable. The initial term runs from award through September 30, 2027, with up to two optional one-year renewals, each not to exceed $500,000. Renewal pricing adjusts by the Dallas-Fort Worth CPI but cannot exceed 15 percent above the original proposal amount.
Award will go to the lowest responsible bidder under the bid schedule, though the general conditions also reserve best-value award. Insurance documentation is due within 21 days of the transmittal letter. Vendors must file a Conflict of Interest Questionnaire within seven business days of triggering facts and comply with Texas Government Code 2252.908. Questions may be directed to purchasing@midlandtexas.gov or (432) 685-7234.
