The contractor must provide minimum equipment including two primary street sweepers and one backup sweeper, each with a minimum four-cubic-yard hopper capacity, plus at least one 12-cubic-yard dump truck. The contractor assumes full responsibility for traffic control compliance with Texas Manual on Uniform Traffic Control Devices, OSHA safety standards, environmental compliance, and any damage repairs to existing pavement, curbs, and sidewalks. Equipment must be properly registered, insured, maintained, and marked with the contractor's name. The contractor shall submit sweeping reports after each cycle documenting curb miles swept, cubic yards of debris, and water consumption. The City reserves the right to withhold payment for unsatisfactory performance and to add additional streets at the agreed-upon unit price.

Scope of Work This Contract shall include three (3) times a year sweeping of City-owned arterial, collector, and downtown’s curb and gutter, including all valley gutters, inverts, and over all portions of painted medians and/or islands located on the attached map. The sweeping operation shall consist of removing all dirt, leaves, twigs, branches, mud, silt, sand, paper, rocks, cans, glass, and other debris. Unforeseen conditions, such as weather, can bring unusual amounts of debris to city streets. Removal of all debris regardless of scope and level is the responsibility of the Contractor. These conditions include but are not limited to leaves, heavy silt, sand or other types of large debris. If debris is determined to be beyond the intent of this Contract, then the Project Manager may authorize in-house crews to supplement the cleaning/sweeping operation. This supplemental work shall not be the usual. Most locations are within the City limits of the City of Midland. Services shall include furnishing of all labor, equipment, tools, fuel, materials, insurance, supervision, waste recycling/disposal, and all other items incidental to performing arterial and downtown street sweeping services potentially in heavy traffic.

The rounds of sweeping should occur at the following times:

• Round 3—July/August

The initial term of the contract shall be from the date of award until September 30, 2027.
