About this opportunity

The City of Midland, Texas is requesting sealed bids for paving, alley, street, sidewalk, and water utility improvements across multiple locations under Project P23-10, with bids due November 5, 2026. A local-vendor preference under Texas Local Government Code 271.9051 applies: local bidders (principal place of business within Midland city limits) whose bids are within five percent of the lowest non-local bid may be awarded if the City Council determines they offer the best combination of price and economic development opportunities, including local employment and tax revenue.

The scope encompasses three components: COMPASS 06 paving and water utility work at two locations (Camp Street to Marienfeld Street and Industrial Avenue to Florida Avenue; Lamesa Road to Madison Street and Orchard Lane to Davis Avenue); Downtown Alley-1 paving improvements between Illinois Avenue and Texas Avenue; and bulb-out installations along Main Street. Work includes mobilization, erosion and sediment control, traffic control, demolition of existing pavement and utilities, installation of 8-inch and 12-inch PVC water mains with valves and fire hydrants, jointed concrete and HMAC asphalt pavement, concrete curbs, gutters, sidewalks, and related appurtenant work. Contractors must hold active Water Operator D and either Wastewater D or Class 1 Collections licenses throughout performance. Substantial completion is required within 270 calendar days from Notice to Proceed. All testing costs (slump, density, pressure, bacterial, air, mandrel, hydrostatic, CCTV) are the contractor's responsibility. Quality-factor reductions apply cumulatively for surface tolerance, thickness, and compaction deficiencies in asphaltic concrete, with factors ranging from 0 to 1.0 based on severity.

Bidders must submit a 5% bid guaranty (certified check, bank money order, or approved bidder's bond), Performance Bond and Payment Bond each equal to 100% of total contract price, and complete affidavit of eligibility for local preference consideration. All bids must comply unmodified with contract documents; any revisions render proposals non-responsive. A one-year warranty period applies after project acceptance. Proposals remain effective for 30 days after bid opening. The City will use Procore for construction management, submittals, inspections, and invoicing. Final payment is due 30 to 35 days after Certificate of Completion, with 5% retainage held until all work is accepted.
