This is a Notice of Hearing document related to House Bill 23 for the City of Midland, Texas, concerning a paving project involving multiple locations and infrastructure improvements. The project, designated P23-10, encompasses paving and water utility work across two primary locations: COMPASS 06, which spans from Camp Street to Marienfeld Street and Industrial Avenue to Florida Avenue, and a second location from Lamesa Road to Madison Street and Orchard Lane to Davis Avenue. Additionally, the project includes paving improvements along Downtown Alley-1 between Illinois Avenue and Texas Avenue, and the installation of bulb-outs along Main Street. The Notice of Hearing indicates a formal governmental proceeding related to the project authorization and potential funding mechanisms under House Bill 23 provisions.

The notice would typically include the date, time, and location of the hearing, along with information regarding the City of Midland's authority to proceed with the proposed improvements. As a Notice of Hearing document, it establishes the procedural framework for public participation in the decision-making process regarding this municipal infrastructure project, which combines street and alley paving with utility upgrades and pedestrian safety enhancements through bulb-out installations.
