About this file

This is a Pay Notes document for the City of Midland, Texas, establishing detailed bid items and payment terms for Project P23-10, which encompasses paving and water utility improvements across multiple locations including COMPASS 06 (two separate areas from Camp Street to Marienfeld Street and Industrial Avenue to Florida Avenue, and from Lamesa Road to Madison Street and Orchard Lane to Davis Avenue), Downtown Alley-1 paving improvements along the downtown alley between Illinois Avenue and Texas Avenue, and bulb-out additions along Main Street. The project is organized into four primary work categories: Miscellaneous Items (mobilization, erosion/sediment control, traffic control, and job site safety, each measured monthly); Demolition Items (seven pay items including flowable fill for abandoned pipes, removal and disposal of existing water main, pavement, concrete sidewalks, curbs and gutters, and fencing, measured per linear feet or square yards); Water Items (fourteen pay items including installation of 8-inch and 12-inch AWWA C-900 DR18 PVC water mains, ductile iron fittings, steel casings, gate valves, fire hydrant assemblies, dresser couplings, tapping saddles, water service connections, service laterals, and open trenching, measured per linear feet or by unit); and Paving Items (twenty-eight pay items including subgrade preparation, jointed concrete pavement, transition slabs, HMAC asphalt surface course, concrete curbs and gutters, flexible base, bituminous prime and tack coats, concrete ramps, fillets, valley gutters, alley approaches, driveway approaches, sidewalks, utility and meter box adjustments, fire hydrant relocation, reinforced concrete pavement and bulb-outs, and washed gravel, measured per square yards or linear feet).

The Pay Notes document establishes measurement and payment methodologies for all bid items, with compensation structured per unit of work completed (per month for ongoing items, per linear foot for pipe and curb work, per square yard for pavement and concrete work, and per each for discrete installations). All work must comply with City of Midland standards and specifications as shown on construction drawings, with job site safety designated as the contractor's responsibility in accordance with OSHA and local requirements. The document emphasizes that contractors receive no additional compensation for depths exceeding those specified, saw-cut pavement edges must be full depth and cleanly defined, flexible base must be compacted to 95 percent density per ASTM D1557, and all fittings must be C153 ductile iron compact fittings with weights established from the Tyler Union Quality Waterworks Products Catalog (December 2014), with nuts, bolts, glands, and accessories considered subsidiary to fitting weight.
