About this opportunity
Williamson County, Texas is soliciting competitive sealed proposals for the Jail South AHU Replacement Project (26RFCSP29), a mechanical systems upgrade contract for an actively occupied correctional facility. The procurement seeks qualified general contractors to design, fabricate, and install custom multi-fan array air handling units with associated mechanical, electrical, and control systems, including chilled water system modifications, replacement of internal components within eleven existing air handling units across Levels 1-3, outside air system improvements, and comprehensive testing and balancing of all mechanical systems. All work must be carefully phased to maintain continuous environmental control with inmate-area temperatures strictly maintained between 65 degrees Fahrenheit and 80 degrees Fahrenheit throughout the 680-day construction period from Notice to Proceed to Substantial Completion. Qualified contractors must possess relevant experience on similar HVAC projects within correctional facilities, maintain a competent on-site superintendent and project manager, obtain all required permits and utility connections, provide temporary HVAC systems to ensure uninterrupted environmental control, and comply with ASHRAE, SMACNA, NFPA, NEC, and local building codes. The County will evaluate proposals using a one-step selection process based on a maximum 100-point scoring system comprising Compliance with Proposal Requirements and Completeness of Response (5 points), Relevant Experience and Qualifications including company experience, government agency performance, and superintendent and project manager professional experience (58 points), and Pricing (37 points). A mandatory pre-solicitation conference and site walk are scheduled for Thursday, March 26, 2026, at 10:00 a.m. at the Williamson County Annex, with proposals due by April 15, 2026, submitted electronically through the Bonfire procurement portal or via sealed hard copy delivery to the Williamson County Purchasing Department.
The solicitation does not identify set-asides for disadvantaged enterprises, small businesses, or other protected categories, and no incumbent vendors or current contractors are referenced in the procurement documents. Contractors must comply with prevailing wage requirements based on Davis-Bacon Act wage rates for Williamson County building construction and maintain comprehensive insurance coverage including workers' compensation (statutory limits), commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), comprehensive automobile liability ($1,000,000), builder's risk insurance at 100 percent of the contract price, and umbrella coverage of $5,000,000 minimum, with Williamson County named as additional insured. Performance and payment bonds equal to 100 percent of the contract price and a warranty bond equal to 20 percent of the contract price are mandatory requirements. Contractors must also comply with Texas Government Code provisions regarding boycotting Israel, business with sanctioned countries and terrorist organizations, boycotting energy companies, and boycotting firearm and ammunition industries, certify non-debarment status, and complete a Conflict of Interest Questionnaire if applicable under Texas Local Government Code Chapter 176.
