About this file
This is a project overview document for a construction solicitation issued by Williamson County, Texas, for the Jail South AHU Replacement project. The County is seeking qualified general contractors to provide competitive sealed proposals for phased mechanical system upgrades within an actively occupied correctional facility. The project scope includes chilled water system modifications, replacement of internal components within eleven existing air handling units across Levels 1-3, outside air system improvements, and comprehensive testing and balancing of all mechanical systems. Work must be carefully phased to maintain continuous environmental control, with inmate-area temperatures strictly maintained between 65°F and 80°F throughout construction. A mandatory pre-solicitation conference and site walk are scheduled for Thursday, March 26, 2026, at 10:00 a.m. at the Williamson County Annex, followed by a site visit to the South Jail facility. Substantial completion is required 680 days after Notice to Proceed. The architect of record is Cleary Zimmermann Engineers, LLC.
The project construction budget is $800,000.00. The contractor must coordinate all project phasing with the County and facility operations staff, provide and maintain temporary HVAC systems to ensure uninterrupted environmental control in inmate-occupied areas, manage fire alarm and life-safety system modifications, and execute all work in a manner that maintains continuous facility operations while minimizing disruption to security and daily jail functions. The selected contractor must maintain proper licensing and comply with all applicable federal, state, and local laws and mandates relative to the services specified in the solicitation.

1 – Project Overview for GC
Project Description Pursuant to Chapter 2269 Subchapter D of the Texas Government Code, Williamson County (County) is seeking written proposals from qualified contractors to provide Competitive Sealed Proposals for Jail South AHU Replacement. County intends to utilize the one-step selection process for this solicitation and award.
The County Jail South AHU Replacement Project consists of phased mechanical system upgrades within an actively occupied correctional facility. Continuous environmental control is critical; inmate-area temperatures must always be maintained between 65°F and 80°F throughout construction.
The Work includes, but is not limited to, the following:
Chilled Water System Modifications
• Installation of new chilled water (CHW) isolation valves at each floor branch of the main riser.
• Installation of a new central plant bypass valve on the Level 1 chilled water riser.
• Relocation of existing motorized isolation valves at both chillers.
• Installation of new energy valves at both chillers.
• Installation of calibrated balancing valves on Sublevel and Level 1 fan coil units (FCUs).
• Installation of new air bleeders and associated CHW system control accessories (to occur during system outage).
Air Handling Unit (AHU) Upgrades (Levels 1–3)
Replacement of internal components within eleven (11) existing AHUs while reusing existing cabinets and ductwork, including:
• Fan and motor assemblies
• Chilled water cooling coils
• Valve packages
• Filters
Outside Air System Improvements
• Installation of new outside air fan and duct heater assemblies on Levels 2 and 3.
• Installation of a new motorized control damper at the Level 1 outside air fan.
Testing and Balancing (TAB)
All chilled water system components—including pumps, chillers, AHUs, FCUs, and VAVs—shall undergo full testing, adjusting, and balancing. Pre-TAB activities will be required in designated areas prior to final system balancing.

Phasing Requirements
Because inmate housing areas cannot be vacated and loss of conditioning is not permitted, carefully planned and coordinated phasing is mandatory.
Phase 1 – Outside Air System Work Installation of outside air fan and duct heater assemblies.
Phase 2 – CHW Isolation Valve Installation (Planned System Outage) Installation of chilled water isolation valves will eliminate cooling to affected branches and therefore shall occur during a coordinated full system shutdown. This work is recommended to occur concurrently over a weekend when outdoor temperatures are 55°F or lower. The system shall be fully drained during this outage. Installation of new air bleeders and CHW control accessories shall also occur during this shutdown period.
Phase 3 – AHU Internal Component Replacement:
Following restoration of the chilled water system, replacement of internal AHU components.
Phase 4 – FCU Balancing Valve Installation:
Installation of balancing valves at designated FCUs.
Phase 5 – Controls, Electrical, and Final Rebalancing:
Completion of associated controls and electrical work, followed by final mechanical system rebalancing.
Temporary HVAC Requirements
Temporary chilled water AHUs will be required on Levels 2 and 3 to maintain temperature compliance while existing units are offline. Temporary systems shall:
• Utilize existing chilled water connections
• Extend electrical circuits as required
• Connect to existing supply ductwork using flexible duct
New smoke detectors will be required. Daily coordination for fire alarm enabling/disabling shall be anticipated.
Contractor Responsibilities
The selected Contractor shall:
• Coordinate all project phasing with the Owner and facility operations staff
• Provide and maintain temporary HVAC systems necessary to maintain required temperature conditions
• Ensure uninterrupted environmental control in inmate-occupied areas
• Coordinate fire alarm and life-safety system modifications
All work shall be executed in a manner that maintains continuous facility operations and minimizes disruption to security and daily jail functions.
