About this file
This is an Evaluation Criteria document for Williamson County, Texas, outlining the assessment methodology for proposals submitted in response to the Jail South AHU Replacement solicitation (26RFCSP29). The County will utilize a County-appointed Evaluation Committee composed of staff with relevant expertise to conduct a comprehensive and impartial evaluation of all proposals received. Respondents are prohibited from contacting or lobbying Evaluation Committee members or other County officials during the evaluation process, with violations potentially resulting in proposal disqualification. The evaluation employs a graded scoring system with a maximum of 100 points, with respondents required to meet all mandatory minimum requirements to be considered. The scoring categories include Compliance with Proposal Requirements and Completeness of Response (5 points), Relevant Experience and Qualifications including company experience on similar projects, government agency performance, Site Superintendent professional experience, and Project Manager professional experience (58 points), and Pricing (37 points).
The evaluation process may include telephone or in-person interviews with the highest-qualified respondents meeting all requirements, during which respondents must address the evaluation criteria and respond to committee questions. The County may request Best and Final Offers from interviewed respondents and may recommend award based solely on initial proposals or refined scoring following interviews. The Evaluation Committee will select the respondent determined to be most responsible and best qualified, whose proposal is deemed most advantageous to the County with the highest evaluation points. This recommendation proceeds to the Williamson County Commissioners Court for approval. The successful respondent will enter negotiations toward an Ensuing Agreement, with final award subject to Commissioners Court approval; if negotiations fail, the County will proceed with the next highest-ranking respondent.
