About this file

This is a Proposal Affidavit form for Williamson County, Texas, applicable to the Jail South AHU Replacement project (26RFCSP29), a competitive sealed proposal solicitation for mechanical system upgrades at the County Jail. The project involves phased environmental control system replacements within an actively occupied correctional facility where inmate-area temperatures must be maintained between 65°F and 80°F throughout construction. The County is utilizing a one-step selection process for this solicitation and award. No specific response dates, due dates, site visits, bidder meetings, award dates, or contract term information is provided in this affidavit form.

The affidavit requires proposers to certify compliance with multiple Texas Government Code provisions, including certifications regarding boycotting Israel, business with sanctioned countries and terrorist organizations, boycotting energy companies, and boycotting firearm and ammunition industries. These certifications apply primarily to companies with ten or more employees and contracts valued at $100,000 or more paid from public funds. Proposers must also certify they have not been debarred from doing business in Texas and that proposals were not prepared in collusion with other respondents. The form permits other agencies to adopt awards made by Williamson County through an interlocal agreement piggybacking provision, excluding professional services. No pricing information, set-asides, incumbent data, or specific funding amounts are detailed in this document.
