About this opportunity

Marion County, Florida is requesting bids for stormwater retrofit and drainage improvements on project 26B-094, the Stanton Weirsdale Drainage Retention Area, with proposals due July 9, 2026. This is a federally funded project subject to Davis Bacon prevailing wage requirements.

The scope encompasses site preparation, grading, and construction of a new drainage retention area and associated conveyance system on Parcel 49794-000-00 along SE 134th Avenue Road, with work occurring within the right-of-way and Marion County-owned parcels. Deliverables include mobilization, traffic maintenance, sediment barrier installation (625 linear feet), clearing and grubbing (0.82 acres), excavation (2,991 cubic yards), embankment (274 cubic yards), and stabilization work. The project will convert 17,806 square feet of area to pond retention, reducing impervious surfaces from 87% to 82%. Construction plans are governed by Florida Department of Transportation FY2024-2025 Standard Specifications and Marion County Land Development Code. The contractor must submit a progress schedule, subcontractor list, proof of insurance, traffic control and erosion control plans, and NPDES permits within seven days of notice of award. Geotechnical and Phase I environmental site assessments have been completed; the site is cleared of recognized environmental conditions and protected species concerns. An SJRWMD permit authorizes the water management activities.

Substantial completion is required within ninety calendar days of Notice to Proceed, with liquidated damages of $1,000 per day for delays. A five percent retainage applies to progress payments; final payment is withheld until substantial completion. A one-year warranty period follows final payment. Contractors must maintain Workers' Compensation (Florida statutory limits), Commercial General Liability ($1 million per occurrence), and Business Automobile Liability ($500,000 combined single limit). Bid security equal to five percent of the total base bid is required as either a bid bond or cashier's check. Bids must remain firm for ninety days. All bids must be submitted electronically through the Marion County Bonfire e-procurement portal; a nonmandatory but strongly recommended pre-bid meeting was held and is documented in a video recording. Questions and vendor discussions must be conducted through Bonfire only. Award is anticipated within sixty days of the bid deadline.
