About this file

Summary

This is a Specifications and Project Manual document for Marion County, Florida's Stanton Weirsdale Drainage Retention Area (DRA) project, a stormwater retrofit designed to improve conveyance along SE 134th Avenue Road. The project involves constructing a new drainage retention area and associated conveyance system on County-owned Parcel 49794-000-00, with work occurring within the right-of-way and Marion County parcels. The contract requires comprehensive scope including site clearing and grubbing, earthwork operations, road construction and resurfacing, stormwater infrastructure installation, erosion control, grassing and site restoration, and traffic maintenance. The project has a substantial completion deadline of ninety (90) calendar days from the Notice to Proceed, with liquidated damages assessed at $1,000 per calendar day for failure to meet this timeline. Contractors must submit a progress schedule, subcontractor list, proof of insurance, detailed traffic control and erosion control plans, NPDES permits, and asphalt mix designs within seven days of notice of award and prior to contract execution and issuance of Notice to Proceed.

The contract establishes a five percent (5%) retainage on all progress payments until final invoice processing, with final payment withheld until substantial completion and all punch list items are corrected. A one-year warranty period begins upon final payment, during which the contractor must correct all defects in drainage areas, stormwater systems, roadways, and appurtenances at no additional cost. The project references current FDOT Standard Specifications and Marion County Land Development Code as controlling standards, with order of precedence established for conflicting specifications. The County reserves the right to adjust quantities at established unit prices without modification to the unit price itself. Contractors must address all correspondence to the Engineer of Record and County's Stormwater Project Manager, with all communications requiring response within 24 hours. Environmental considerations include potential gopher tortoise relocation requiring contractor coordination with environmental consultants and Florida Fish and Wildlife Conservation Commission permitting.
