About this opportunity

The Florida Department of Military Affairs is requesting sealed bids for repaving avenues and streets at Camp Blanding Joint Training Center (CBJTC) in Starke, Florida under Projects 220016 and 220017 (ITB), with bids due September 21, 2026 and a mandatory pre-bid site visit and meeting on August 5, 2026 at 10:00 a.m. at the project location. A 5% good faith deposit via bid bond or certified check is required for bids exceeding $100,000.

The scope consists of repaving three avenues (Plant City, Melbourne, Quincy) and four streets (Pensacola, Westerly, Rutland, Eustis), including removal of grass from roadway edges and driveways, culvert replacement on a like-for-like basis with concrete mitered ends where new paving crosses culverts, milling of existing asphalt, application of FDOT-approved tack product, and a two-lift asphalt paving approach (1.25-inch leveling course of SP-12.5 hot mix with maximum 30% RAP and 1.5-inch final lift per FDOT standards). All inspections, testing, and compaction verification are the contractor's responsibility. Substantial completion is required within 90 calendar days after Notice to Proceed; liquidated damages are assessed at $176.48 per calendar day for streets and $256.08 per calendar day for avenues.

The estimated construction cost is $768,246 for avenues and $529,454 for streets. The contractor must furnish 100% Performance Bonds and 100% Labor and Material Payment Bonds, maintain Worker's Compensation and liability insurance with minimum limits of $1 million per occurrence, provide a 12' × 12' watertight office for the Architect/Engineer, and ensure 24-hour site security. Contractors must hold current Florida State Contractor Licenses, register in MyFloridaMarketPlace, and establish an active office within 300 road miles of the project. Criminal history background checks are mandatory for all employees and subcontractors. MBE and veteran-owned companies are encouraged to participate. Questions are due in writing by August 19, 2026 at 10:00 a.m., and bids will be publicly opened on September 9, 2026 at 2:00 p.m. at the Robert F. Ensslin National Guard Armory in St. Augustine. Award will be made to the lowest responsive and responsible bidder.
