The work consists of repaving identified avenues and streets, replacing culverts on a like-for-like basis where new paving crosses them, adding concrete mitered ends, and removing grass from roadway edges and driveways. The contractor must provide a 12' x 12' watertight office for the Architect/Engineer's exclusive use, including specified amenities and infrastructure. All costs for site security (24 hours per day from Notice to Proceed through substantial completion), water, electricity, telephone service, project signage, and other utilities are the contractor's responsibility. Bids exceeding $100,000 require a bid bond submission. Criminal history background checks are mandatory for all contractor employees, agents, and subcontractors working on Department of Military Affairs facilities. Davis-Bacon prevailing wage requirements apply if applicable federal labor standards are triggered. The project falls within Level 4 ($200,000–$500,000) or Level 5 (over $500,000) contract classifications per the revised June 2023 General Terms and Conditions.
