About this file

This is a Scope of Work document issued by the Directorate of Public Works at Camp Blanding Joint Training Center under the Florida Army National Guard for paving projects identified as PN 220017 (4800 Block Paving) and PN 220016 (4800 Area Paving Streets and Avenues). The work consists of repaving multiple streets (Pensacola, Westerly, Rutland, and Eustis Streets) and avenues (Plant City, Melbourne, and Quincy Avenues) at the Camp Blanding facility in Starke, Florida. Prior to paving, contractors must remove all grass from roadway edges and driveways, mill existing asphalt to remove deficient areas, and apply an FDOT-approved tack product using a heated distributor truck at a rate of 0.10 gallons per square yard. The project requires a two-lift paving approach consisting of a leveling course (1.25 inches of SP-12.5 hot mix asphalt with maximum 30% RAP) followed by a final paving lift (1.5 inches of 12.5 mix per FDOT Standards). A mandatory pre-bid site visit is required for all bidders, as noted in the memorandum dated 29 April 2026. The roadway must maintain a 2% fall from centerline to edges, and any new paving that crosses a culvert requires the culvert to be replaced in-kind with concrete mitered ends added.

All inspections and testing are the contractor's responsibility and must be included in the bid. All new culverts shall be concrete, matching the original shape and size while maintaining proper inverts and positive flow between culverts. Roadside ditches along newly paved roads must be cleaned and maintained for natural flow, with contractors responsible for repairing any damaged concrete lining caused by their equipment. Avenues with existing utility cuts require testing for base and sub-base compaction densities, with all areas requiring 98% compaction or higher prior to paving. Any grass-stripped or damaged areas require new sod installation with no seeding permitted; contractors must water until sod is established. All millings, dirt, and other recyclable materials shall remain on Camp Blanding property for reuse.

All roadside ditches along newly paved roads must be cleaned from culvert to culvert and maintain a natural flow from culvert to culvert. Some ditches are concrete lined. The contractor shall repair any of the concrete lining which is damaged by their equipment.

All Avenues that have existing utility cuts will require testing for densities of base and sub-base compaction. All testing must reach 98% compaction or higher prior to paving.
