The scope of work includes repaving three avenues (Plant City, Melbourne, and Quincy) and four streets (Pensacola, Westerly, Rutland, and Eustis), with associated work including removal of grass from roadway edges and driveways, culvert replacement on a like-for-like basis with concrete mitered ends, milling of existing asphalt, application of FDOT-approved tack product, and two-lift asphalt paving. The mandatory pre-bid site visit and meeting occurred on August 5, 2026, at 10:00 a.m. at the project location. Written questions were due by August 19, 2026, at 10:00 a.m. Sealed bids were due on September 21, 2026, with public bid opening scheduled for September 9, 2026, at 2:00 p.m. at the Robert F. Ensslin National Guard Armory in St. Augustine. Substantial completion is required within 90 calendar days after Notice to Proceed, with no renewal options specified.

The estimated construction costs are $768,246 for avenues and $529,454 for streets. A 5% good faith deposit via bid bond or certified check is required for bids exceeding $100,000. The contractor must furnish 100% Performance Bonds and 100% Labor and Material Payment Bonds, maintain Worker's Compensation and liability insurance with minimum limits of $1 million per occurrence, and establish an active office within 300 road miles of the project. Liquidated damages are assessed at $176.48 per calendar day for streets and $256.08 per calendar day for avenues. Contractors must hold current Florida State Contractor Licenses, register in MyFloridaMarketPlace, and undergo mandatory criminal history background checks for all employees and subcontractors. MBE and veteran-owned companies are encouraged to participate. Award will be made to the lowest responsive and responsible bidder.
