About this opportunity

Appling County Board of Commissioners is requesting bids for roadway improvements along South Fork Drive and Dallas Drive in Baxley, Georgia under the 2026 LMIG LRA (Local Maintenance and Improvement Grants) program, with bids due August 3, 2026 and a mandatory pre-bid conference on July 14, 2026 at 10:00 a.m. at the Appling County Annex, 69 Tippins Street Suite #201, Baxley, Georgia.

The scope encompasses approximately 0.87 miles of roadway improvements including grading, cement-treated base (12,789 square yards), recycled asphalt concrete (1,700 tons), drainage pipe installation (90 linear feet), asphalt paving, pavement striping, and turf establishment. The contractor is responsible for all permits, utility coordination, erosion and sedimentation control compliance with NPDES requirements, and traffic control in accordance with MUTCD standards.

The contract will be awarded to the lowest responsive, responsible bidder. Bidders must submit a bid bond equal to five percent of the total bid amount, with the surety company authorized to do business in Georgia and listed in Department of Treasury Circular 570. Upon contract award, the contractor must execute performance and payment bonds each equal to one hundred percent of the contract price. Final payment is based on actual in-place measured quantities at the unit prices bid.

The contractor must complete all work within one hundred eighty consecutive calendar days from the Notice to Proceed. Liquidated damages are assessed at five hundred dollars per calendar day for failure to meet the deadline. The contractor must maintain general liability insurance of at least one million dollars combined single limit per occurrence and two million dollars aggregate, along with workers' compensation coverage. Monthly invoicing applies, with payment due within 30 days of receipt and approval by the Owner's Representative.
