About this opportunity
The Florida Department of Juvenile Justice (DJJ) is seeking a non-profit organization to implement a pilot program in Miami-Dade County serving youth simultaneously involved in delinquency and dependency systems. The procurement, designated as RFP #10991, requires the selected provider to establish a comprehensive case management program with unified case managers cross-trained in child welfare and juvenile justice. The program must include an intensive in-home multidisciplinary team of behavioral health professionals to deliver therapeutic interventions and coordinate care across agencies. Proposing organizations must demonstrate at least two years of experience serving at-risk youth and have a current contract with the Department of Children and Families as the community-based care lead agency for Miami-Dade County. The evaluation will be conducted on a 1,500-point scale, assessing areas such as management capability, case management approaches, therapeutic interventions, staffing, and records documentation. Critical submission deadlines include the Notice of Intent to Submit a Proposal due by the specified date and the full proposal submission by January 1, 2026, with the contract period expected to run from January 1, 2026, through December 31, 2030.
The procurement is specifically restricted to non-profit organizations, with several tie-breaking preference designations available, including Certified Minority Business Enterprise, Service Disabled Veteran's Business Enterprise, and Florida Business certifications. Respondents must provide documentation of their tax-exempt status and submit a Foreign Country of Concern Attestation form confirming they are not owned or controlled by a foreign government. Financial viability will be assessed using a Dun & Bradstreet Business Information Report, with a required Supplier Evaluation Risk (SER) score of 5 or less. The program targets serving 130 youth per day over 170 service days, with an annual maximum contract amount of $2,733,686, translating to a unit price of $5.65 per youth per day. Proposing organizations must also submit a comprehensive budget proposal, detailing expenditures across categories including personnel, contracted staff, expenses, and support expenditures, with explicit documentation of matching funds and adherence to the specified funding limits.
